Magna developed a system specifically for the registration of property and property owners, coupled to a GIS application, in order to assist the City of Kinshasa with property tax collection. Magna leveraged its expertise in biometric enrolment and document management to develop this system that is aimed at minimising the potential for fraud and corruption.

The system is based on an enrolment platform, where each property owner needs to register themselves and their properties, and to produce the necessary evidentiary documentation for the properties. Property owner fingerprint and photograph data is captured, and the fingerprints can be matched to the existing database, thus ensuring people do not register under different names. This makes the data valuable when it comes to tax collection as it will prevent people from dodging tax by posing as someone else.

A unique challenge for this system is that the City of Kinshasa does not have a cadastral system that will allow easy access to existing property data, and most of the streets are unnumbered. A further challenge is that many streets also lack formally assigned names, making map data from vendors incomplete. The system thus incorporates a GIS system to allow for the easy identification of the properties making use of satellite images and to assign street numbers to each property. The enrolment process results in the printing of a metal plate to be affixed to each house.

The plate contains the necessary property data, including street name and street number, and is used for verification of the property and ensuring the owner registered the property. The plates also contain a unique barcode where the pertinent property data is encoded and the resultant data digitally signed through encryption. This ensures that he plate is legally issued. Furthermore, a unique anti-copy ink is used on the barcode to ensure that the barcode cannot be photocopied.

The solution provided is not simply a software system, but Magna also established the office, supplies the necessary human resources, and operates the offices where people can enrol and collect their plates. Magna also provides the necessary advertisement and making people aware of the service.

A future expansion, with the data that Magna already collected, is to build a complete cadastral system and manage the deeds for not only the City of Kinshasa, but the rest of the Democratic Republic of the Congo.
